

30 Hours Free ECE Terms & Conditions
1. Eligibility

1.1 This offer is available to children aged three (3) to five (5) years who are eligible for funding under the Ministry of Education’s 20 Hours ECE scheme.

1.2 To access this offer, the child must be formally enrolled at the service and a completed and signed Enrolment Agreement must be in place.

1.3 The child must not be opted out of 20 Hours ECE and must meet all Ministry of Education funding requirements.
2. Hours of Provision

2.1 The “30 Hours Free ECE” applies strictly to attendance between the hours of: 9am to 3pm, Monday to Friday.

2.2 Any attendance outside of these hours will be charged at the service’s standard fees as outlined in the current Fee Schedule.

2.3 Booked hours constitute a formal reservation of a childcare place and are not flexible unless agreed in writing.
3. Structure of Funding

3.1 This offer comprises of: Up to 20 hours funded under the Ministry of Education’s 20 Hours ECE funding; and Up to 10 additional hours provided at the discretion of the service.

3.2 The additional hours are not government funded and are offered at the sole discretion of the service.

3.3 Continued access to the additional hours is subject to: Ongoing enrolment; Compliance with service policies; and The service’s operational and financial viability.

3.4 The service reserves the right to modify, suspend, or withdraw the additional hours component at any time, with reasonable notice to families.
4. Enrolment and Attendance Requirements

4.1 Enrolment is subject to availability and licensing ratios.

4.2 The service require a minimum number of days of attendance as a condition of this offer.

4.3 Families agree to ensure regular attendance in accordance with booked hours.

4.4 Persistent non-attendance, irregular attendance, or failure to comply with attendance expectations may result in: Review of enrolment; and/or withdrawal of the offer.
5. Absences and Funding Compliance

5.1 All absences must be notified in accordance with the service’s Absence Policy.

5.2 Funding is subject to Ministry of Education rules, including but not limited to frequent absence provisions.

5.3 Where a child’s attendance does not meet funding requirements, the service reserves the right to: Adjust fees; and/or withdraw the 30 Hours Free ECE offer.
6. Additional Charges

6.1 The 30 Hours Free ECE applies to education and care only during the specified hours.

6.2 The service charge for other goods and services, including but not limited to: Meals and food provision; Excursions and special activities.

6.3 Any optional charges will be clearly communicated and require written agreement where applicable, in accordance with Ministry of Education guidelines.
7. Changes to Enrolment

7.1 Any request to change booked days or hours must be made in writing and is subject to availability.

7.2 The service is not obliged to accommodate changes that impact ratios, staffing, or operational requirements.
8. Suspension, Amendment, or Withdrawal of Offer

8.1 The service reserves the right to amend, suspend, or withdraw this offer at its sole discretion, including but not limited to circumstances where: Funding conditions change; The service’s operational requirements necessitate change; or a family fails to comply with the Enrolment Agreement or service policies.

8.2 Reasonable notice will be provided where practicable.
9. General Conditions

9.1 This offer is non-transferable and cannot be exchanged for cash or any other benefit.

9.2 All enrolments remain subject to: The service’s Enrolment Agreement; All relevant policies and procedures; and the Education (Early Childhood Services) Regulations 2008 and associated licensing criteria.

9.3 In the event of any inconsistency, the Enrolment Agreement and applicable legislation will prevail.
